That person will not understand until he /she faces similar situations as you have now. Only parents of kids knows what situations we are facing. More over they are kids , they are not grown elders . Kids will behave like that My suggestion- if that worts neighbor will continue complain that this person is not making my kids to play. If he says to vacate then ask him to sign lease for you in another apartment & pay rent for you also..
