You don't have to pay a dime if they are going to evacuate you for this reason. You said the people who lived in the same apartment before you had to evacuate for the same reason. I believe management is upto something. I would recommend you to go on avvo.com and post your question there. No way in the world management is suppose to do that. This is a great opportunity to sue them and take action against them so that future resident don't suffer. Make sure you read your lease papers and see if you see anything.
