It's okay. - no harm in approaching your neighbor friendly and socialise with the person. - one thing is quite clear that your appartment mgmt is least concerned about the issue. They should have advised you in the first place to not lease that appt. As the mgmt is aware that your neighbor gets trouble due to noise and has managed to get the previous two families out.
