Instead of wasting time here setup an appointment with management and your neighbor. Try to resolve the issue. If not then you can also call cops to arrange a compromise. In that case even management cannot force you to sign new lease. I would avoid personal interaction with neighbor. Wjat ever issues you have try resolving with a 3rd person involved like management.
