First of all students are not supposed to work out of campus. They shouldn't come here with expectations that they pay their fees by working in a liquor store/convenience store/motel etc. When they apply for visa they are required to show funds which includes their tuition fees as well as their living expenses. If students are not happy with $7 per hour they should not work. They should be glad that someone is at least offering them a job. Go to a store that belongs to a white American and see what they will do. If you offer cheap labor, people will hire you. Either don't work for $7 or don't come to the US or don't expect higher salary while you are not legally allowed to work.
